The University pays attention to international exchange and cooperation. Since the start of China 's reforms and opening, the University has established cooperation and exchange relations with over 90 institutions of higher learning in the United States , Japan , Great Britain , France , Germany , Italy , Russia , Canada , Austria , Switzerland , and Hong Kong and Taiwan regions. Since 1965, the University has trained more than 5000 international students. In 1992, the University established a special entity, the College of International Cultural Exchanges (CICE), as a University-wide unit responsible for the admission of international students into various programs of study at the University. In addition, the college offers both degree and non-degree courses in the Chinese language. The Service Center at the college provides accommodation, board and services to international students. Currently, the college has about 350 students from 20 countries.

First, I was looking for cities that are suitable for staying for long, and the key requirement is to have an opportunity to teach my possible children Russian, so I restricted myself to cities where Russkiy Mir Foundation is present. Second, I was afraid of big climate changes, so I decided to find something to the North. Xi'an looked like a good choice. My university has bilateral relationships with universities in Daliang and Shihezi, and I might receive some support if I choose to enter them, but I decided that going to Xi'an might be also fruitful. And yet another reason was the information that Shanxi is comparably poor Chinese province. It is harder to get into financial problems in poor regions, and that matters since my Altai Krai is also one of the poorest regions in Russia, so my relatives cannot help much. I was not doing estimations for every city. Starting from some moment, I decided to stick with Xi'an. I opened CSC Laihua and found about 9 universities matching my desired specialization. I visited English versions of their websites and read its contents. Some of them had awful English versions, and I think they were not very interested in foreign students, so I hashed them out. I was comparing remaining ones and leaving notes for myself. I have a project that I am willing to work on, and I was comparing websites with my expectations. My project is based on abandoned IBM software called System Object Model and less robust, but more alive Objective-C 2.0, and I think field of my interest is called middleware. NWU has so called "Kingdee Middleware Technology Center", explicitly containing middleware in its name. It can probably be helpful for me. Also, I was surprised to see Niklaus Wirth here: https://ist.nwu.edu.cn:8081/index.php If Wirth visited NWU, this is a sign of quality for me. Wirth visited NSU (Novosibirsk State University) in 2006 or so, and I was there, but English version of NSU does not reflect this, so I've got a feeling that I am on the right track. Wirth is more welcome in NWU than in NSU. I like Ada programming language which is Modula-2 descendant. Yet another requirement (or desired option) was relationship to Chinese Academy of Science. If I will be able to work on my project, as I see it, it should be done in scientific research environment, so being close to CAS might help.

I lived in Xi'an on two separate occasions. The first time I lived with a Chinese family for a few months and attended a high school called 铁一中. The second time I lived on my own for a few months and took language classes at 西北工大. Both of these schools are both in a close proximity to 西北大 and so I am very familiar with this area. Xi'an is my favorite Chinese city by far and all of my Chinese friends and family live there so I feel very comfortable there. I personally feel that 西北大 is one of the best universities in Xi'an and is a great choice for the major I want to study, International Economics and Trade.

I LIKE THE UNIVERSITY IN THAT IT IS MODERM AND ONE OF THE BEST UNIVERSITIES. IT IS ALSO QUITE AFFORDABLE
