According to the official news of the China Scholarship Council(CSC), at this point, it is confirmed that international students can still apply for Chinese government scholarship for the 2020 September intake.
The latest updates about 2020 CSC scholarship:

1. The CSC Bilateral program deadline will be extended to April 30, 2020.
2. The official date for scholarship candidates will also be changed.
