 What is CSC

CSC Scholarship is offered by the China Scholarship Council, which is also called and known as Chinese Government Scholarship (CGS), Chinese Scholarship Council offering fully funded Scholarship under Chinese Government Scholarship (CGS) program to study bachelor degree programsmaster degree programs, and doctoral degree programs in Chinese Universities.

In order to promote mutual understanding, cooperation and exchanges in various fields between China and foreign countries, the Chinese government has formulated a series of scholarship programs to fund international students, teachers and scholars to study and conduct research in Chinese universities. 

China Scholarship Council (hereinafter referred to as CSC), entrusted by the Ministry of Education of the People’s Republic of China (hereinafter referred to as Ministry of Education), is responsible for the enrollment and the administration of Chinese Government Scholarship programs.

Now, 289 designated Chinese universities offer a wide variety of academic programs in science, engineering, agriculture, medicine, economics, legal studies, management, education, history, literature, philosophy, and fine arts for scholarship recipients at all levels.

 

CSC Programs Introduction

1. Bilateral Program

Bilateral Program includes a full or partial scholarship established by Ministry of Education in accordance with educational exchange agreements or consensus between Chinese government and governments of other countries, institutions, universities or international organizations.

Supporting Student

Undergraduate students, graduate students, general scholars and senior scholars.

Scholarship Coverage

The Bilateral Program provides both full scholarships and partial scholarships.

Instruction Language

Undergraduate scholarship recipients must register for Chinese-taught credit courses. Graduate and non-degree scholarship students can register for either the Chinese-taught courses or the English-taught courses if applicable.

Application time

Apply between early January and early April.

Duration

The scholarship covers both major study and Chinese language (preparatory study).

Eligibility

Be a high school graduate under the age of 25 when applying for the undergraduate programs;

Be a bachelor’s degree holder under the age of 35 when applying for the master’s programs;

Be a master’s degree holder under the age of 40 when applying for the doctoral programs;

Be under the age of 45 and have a high school diploma (or higher) when applying for the general scholar programs;

Be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for the senior scholar programs.

 

2. Chinese University Program

Chinese University Program provides full scholarship for designated Chinese universities and certain provincial education offices in specific provinces or autonomous regions to recruit outstanding international students for graduate studies in China. It only supports graduate students.

This scholarship only supports graduate students.

Instruction Language

Scholarship students can register for either Chinese-taught program or English-taught program if applicable.

Scholarship Coverage

The Chinese University Program provides a full scholarship which covers tuition waiver, accommodation, stipend, and comprehensive medical insurance.

Application time

Apply between early January and early April.

Eligibility

This scholarship only supports master's students of no more than 3 academic years or doctoral students of no more than 4 academic years. Scholarships include majors and Chinese / preparatory courses as specified in the offer letter.

Be a high school graduate and no more than 25when applying for the undergraduate programs;

Be a bachelor’s degree holder and no more than 35 when applying for the master’s programs;

3. ASEAN-China Young Leaders Scholarship

The ASEAN-China Young Leaders Scholarship Program (ACYLS) is an initiative in response to the call of the Leaders of the People’s Republic of China (PRC) and ASEAN Member States (AMS) to increase people-to-people exchanges, strengthen educational cooperation and promote academic exchanges and linkages between AMS and the PRC, in an effort to foster a third pillar of socio-cultural and people-to-people exchanges within ASEAN-China relationship towards building a closer community of shared future.

ACYLS is a dedicated project for ASEAN nationals, in particular young and promising professionals with working experience in ASEAN Member States. The Chinese government will provide funding for ACYLS mainly through the ASEAN-China Cooperation Fund (ACCF).

ACYLS will support nationals from AMS to study for Master or PhD degrees, undertake short-term research programs, and participate in training courses in the PRC. ACYLS provides a full scholarship award covering all program-related expenses including tuition waiver and other school fees, accommodation, round-trip international air fare, comprehensive medical insurance and stipends.

Supporting Student

ACYLS supports young and promising professionals with working experience from ASEAN Member States to pursue Master or PhD degrees, undertake short-term research programs, and participate in training courses in the PRC.

Instruction Language

English. Candidates are strongly advised to register for English-taught programs, and their English language proficiency must meet the language requirements of the applied programs.

Coverage and Standard

Stipend: Within the scholarship duration, registered scholarship students will receive a stipend from their host university on a monthly basis. Students registering on or before the 15th of the month will receive a full stipend of that month. Those who register after the 15th of the month will receive a half stipend of that month. Graduating students will receive stipend for another half a month following the graduation date. If a registered student stays out of China for more than 15 days due to personal reasons (school holidays excluded), his/her stipend will be stopped during his/her absence from China.

Master’s students: 4,000 RMB per month

Doctoral students: 5,000 RMB per month

Research scholar: 5,000 RMB per month

One-time Settlement Fee: ACYLS recipients will receive the one-time settlement fee from the host university upon their registration. It is provided to master’s students, doctoral students and research scholars. The standard is 3,000 RMB per person and will be issued in Chinese currency.

International Round-trip Air Fare: The fund will be used by the China Scholarship Council and the host universities to support round trip air fares (Economy Class only) of ACYLS recipients between their home country and the city where the university located. Details for the use of the fund and reimbursement of flight tickets are spelled out in Chapter VI of this document.

Tuition: Tuition will be entirely covered by the ACYLS program and funds will be directly allocated to the host universities.

Accommodation: ACYLS recipients will be provided with university dormitory with one single room for each recipient.

Medical Insurance: It is covered by the ACYLS program.

Recipients of ACYLS will be sponsored by the scholarship for a certain duration according to their enrolled length of schooling. The recipients shall complete their studies within the duration of scholarship. The length of schooling for each supporting category is as follows:

Eligibility

Applicants of ACYLS should meet the following criteria:

a. Citizen of an ASEAN Member State (Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam);

b. In sound physical and mental health;

c. Proficient in English (i.e., must possess an IELTS score of at least 6.0 or a TOEFL score of at least 80 points);

d. Holder of an undergraduate degree and under the age of 45 if applying for a master’s degree;

e. Holder of a graduate/master’s degree and under the age of 45 if applying for a PhD degree;

f. Holder of at least an undergraduate degree if applying for the short-term research program;

g. Having at least one-year work experience within government agencies, public or private institutions, universities, think-tanks or similar social agencies, and preferably has experience in the following:

• work related to foreign and international affairs, especially ASEAN and China-ASEAN affairs;

• work or study in the PRC;

• academic work on China or ASEAN-related affairs;

h. Not a concurrent awardee of a Chinese government scholarship;

i. Meets other admission requirements of the Chinese universities to which the applicant has applied.

 

4. Great Wall Program

Great Wall Program is a full scholarship established by Ministry of Education for the United Nations Educational, Scientific and Cultural Organization (UNESCO) to sponsor students and scholars in developing countries to study and conduct research in China.

Supporting Student

This program only supports general scholars and senior scholars.

Duration

This scholarship covers, in general, one academic year of study.

Scholarship Coverage

The Great Wall Program provides a full scholarship which covers tuition waiver, accommodation, stipend, and comprehensive medical insurance.

Language Instruction

Scholarship recipients of Chinese-taught programs without adequate Chinese proficiency are required to get the approval from both CSC and UNESCO for one academic year Chinese language study.

This scholarship supports master’s students for no more than 3 academic years or doctoral students for no more than 4 academic years. It covers major study and Chinese language study.

Instruction Language

Scholarship students can register for either the Chinese-taught program or the English-taught program if applicable.

Scholarship Coverage

The AUN Program provides a full scholarship which covers, tuition waiver, accommodation, stipend, and comprehensive medical insurance.

Application time

Apply between Nov-Jan.

Eligibility

1. Applicants must be a citizen of an ASEAN member country (Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam), and be in good health.

7. PIF Program

PIF Program is a full scholarship established by Ministry of Education to encourage students from Pacific island countries to study and conduct research in China.

The Program provides full scholarship which covers tuition waiver, accommodation, stipend, and comprehensive medical insurance.

Duration

The scholarship covers both major study and Chinese language (preparatory study), as specified in the Admission Letter.

     Be a bachelor’s degree holder under the age of 35 when applying for the master’s programs;

     Be a master’s degree holder under the age of 40 when applying for the doctoral programs;

     Be under the age of 45 and have a high school diploma (or higher) when applying for the general scholar programs;

     Be a master’s degree holder or an associate professor (or above) under the age of 50 when applying for the senior scholar programs.

 

8. WMO Program

WMO Program is the scholarship established by Ministry of Education of China for World Meteorological Organization (WMO) to sponsor international students to study and conduct research in meteorology in China.

Supporting Student

This program supports undergraduate students, master students and doctoral students.

Duration

The scholarship covers both major study and Chinese language study, as specified in the Admission Letter. It support undergraduates for no more than 5 academic years, master students for no more than 3 academic years, or doctoral students for no more than 4 academic years.

Instruction Language

Undergraduate scholarship recipients must register for Chinese-taught credit courses. Students of Chinese-taught programs without adequate Chinese proficiency must take one-year Chinese language/preparatory study. Graduate students must register for English-taught credit courses.

Scholarship Coverage

This is a partial scholarship which covers a tuition waiver, accommodation, living expenses and comprehensive medical insurance.

Application Time

Apply between early November and next February

Eligibility

1. Applicants must be a citizen of a country other than the People’s Republic of China, and be in good health

2. Requirements for applicants’ degree and age:

    Be a high school graduate under the age of 25 when applying for the undergraduate programs;

    Be a bachelor’s degree holder under the age of 35 when applying for the master’s programs;

    Be a master’s degree holder under the age of 40 when applying for the doctoral programs.

 

9. Marine Scholarship of China

The ocean, covering about 71% of the Earth’s surface, plays a primary role in addressing the climate change and supporting the global economy, trade and livelihood. The sustainable ocean development has direct impact on the development and prosperity of all coastal countries now and in the future. And it has become an inexorable trend worldwide that through international cooperation and exchange we should deepen our understanding of the ocean and promote sustainable ocean development to enhance regional and global economic prosperity. Under this consideration, the State Oceanic Administration (SOA) and the Ministry of Education of China jointly initiate the program of Marine Scholarship of China (hereinafter called the Scholarship) for the purpose of providing financial support to outstanding students from the coastal countries or regions around the South China Sea, the Pacific and the Indian Oceans and African, American developing countries to study in China for a master's or doctoral degree in oceanography or other related specialties, cultivating advanced professionals of the related fields for developing countries, enhancing international marine cooperation and exchange, and promoting the harmonious ocean development in the region and around the world. China Scholarship Council (CSC) is in charge of the admissions and routine management of the Scholarship.

Scholarship funding details

I. Exemption from tuition fees, and provide accommodation on campus

II. Living allowance: RMB 3,000 per month for master's students, and RMB 3,500 per month for doctoral students

III. The Comprehensive Medical Insurance for Chinese Government Scholarship Students

IV. International travel expenses: to be paid by the student

Duration of the Scholarship

I. Candidates for master's degree: 2-3 years of study with the Scholarship

II. Candidates for doctoral degree: 3-4 years of study with the Scholarship

III. Scholarship awardees who choose Chinese as the teaching language and request Chinese language training prior to their formal academic studies, will receive one- year training and have their scholarship funding extended correspondingly for one year.

IV. The duration of the Scholarship will be defined upon the student's admission to the university, and will not be extended in principle. If a student is unable to finish the program for some special reasons, his or her scholarship may be extended appropriately until graduation with prior consent of SOA, the university and CSC.

Application Time

Every year, from 1st January to 30th April, an applicant may apply to the universities designated by this Scholarship program.

Enrollment Candidates

I. The applicant should be a citizen of non-Chinese nationality in good health, from a coastal/island country of South China Sea, the Indian Ocean, the Pacific and its surrounding island countries, or an African, American developing country.

II. The applicant must apply for the postgraduate program of ocean-related specialties.

III. Any applicant who is currently engaged in oceanographic and relevant sectors will be given high priority.

Eligibility

I. The applicant for master's degree studies is required to have a bachelor's degree and be usually under the age of 40.

II. The applicant for doctoral degree studies is required to have a master's degree and be usually under the age of 45.

 

10. MOFCOM SCHOLARSHIP

MOFCOM Scholarship is set up by Ministry of Commerce of People’s Republic of China to further strengthen the communication and cooperation between China and other countries as well as to develop talents for developing countries. Starting from 2015, MOFCOM Scholarship mainly sponsors the young and the middle-aged talents from recipient countries to pursue their postgraduate degree education in China. China Scholarship Council is entrusted to administer the Scholarship.

Supporting Student, duration of scholarship and instruction language

MOFCOM Scholarship supports Master’s program for 2-3 years or PhD program for 3 years. Scholarship winners must register for English-taught program.

Application Time

MOFCOM Scholarship supports Master’s program for 2-3 years or PhD program for 3 years. Scholarship winners must register for English-taught program.

Eligibility

To be eligible, applicants must:

-be a citizen of a developing country other than the People’s Republic of China, and under the age of 45 (born after September 1, 1974);

-be healthy physically and mentally with a physical examination report issued by a local public hospital, and not having any disease or situation listed below:

a) Diseases prohibited by Chinese Entry-Exit Inspection and Quarantine Laws and Regulations

b) Other severe chronic diseases like high blood pressure, cardio-cerebrovascular disease, diabetes; psychological diseases; or other infectious diseases which may harm public health

c) In recovery period after major surgery or acute disease attacks

d) Severe physically challenged

e) Pregnancy

-with at least three years' working experience;

-be a bachelor's degree holder when applying for master's program & be a master's degree holder when applying for doctoral program;

-be incumbents with a relevant educational background or working experience to the applied program are preferred;

-be public officials of division level and above (or corresponding level) in government sectors, or senior management staff of organizations and enterprises, or academic backbones of universities and research institutions;

-be sufficient in English which meets the academic requirements of the program, be equivalent to IELTS 6.0 or TOEFL 80 and above level;

-be with the potential of professional development, and is committed to promoting the friendly exchanges and cooperation between the host country and China;

-be neither studying in China nor being admitted to other scholarship programs provided by Chinese government.

Scholarship Coverage

1. Students are exempt from tuition fee, teaching material fee, research and survey fee, allowance of English-taught program, dissertation guidance fee;

2. Free on-campus accommodation;

3. Monthly stipend:

36000RMB per year per master student,

42000RMB per year per PhD student;

4. One-off resettlement fee: 3000RMB per person;

5. Free medical insurance for international students;

6. One-time round-trip international airfare for all the students (First time fly to China after enrollment, and Fly back to home country while graduation), and a maximum of “n-1” (“n” is for the length of schooling year which is set while the student was enrolled by the program, “n” is less than or equal to three) round-trip international airfares for home visits (one time per year set at the end of an academic year);

7. The annual review is compulsory for all students. Those who pass the review may continue to enjoy full scholarships in the next year.

8. Other expenses shall be managed and used by the Ministry of Commerce or the universities as a whole, and shall not be distributed to students. The Ministry of Commerce only provides students with financial assistance within their enrolled academic duration. Students who postpone their graduation will not receive the continuing sponsorship. 

 

 

CSC application in 2020

Applications for scholarships for most CSC programs are generally from early January to mid-April.

However, due to the impact of this year's new coronavirus-induced pneumonia epidemic, the working process of university personnel in some places and the available class hours for students will vary. As a result, the application of CSC scholarships is likely to be affected as well.

It is estimated that the deadline for this year's CSC scholarship application will be postponed to May or June.
